Preheat oven to 400°F (200°C). Line a baking sheet with aluminum foil and place a wire rack on top. Spray rack with cooking spray.
Pat chicken wings dry with paper towels to remove excess moisture.
In a large bowl, toss wings with baking powder, salt, and pepper until evenly coated.
Arrange wings on the prepared wire rack, leaving space between each wing.
Bake for 45-50 minutes, flipping halfway through, until skin is crispy and golden brown.
While wings are baking, prepare the sauce. In a small saucepan, combine honey, soy sauce, and minced garlic.
Heat sauce mixture over medium heat, stirring occasionally, until it starts to bubble and thicken slightly, about 3-4 minutes.
When wings are done, transfer them to a large bowl and pour the warm honey garlic sauce over them.
Toss wings until they're well coated with the sauce.
Return wings to the wire rack and broil for 2-3 minutes until sauce is caramelized and bubbly.
Let rest for 5 minutes before serving to allow sauce to set.
