Preheat your oven to 400°F.
Heat a non-stick skillet over medium heat. Add the lean ground turkey, breaking it apart as it cooks until it starts to brown.
Add the diced carrot, 1/4 chopped onion, and minced garlic to the turkey. Sauté until the vegetables soften, about 3-4 minutes.
Stir in the tomato paste, dried thyme, salt, and pepper. Let the flavors meld together for another minute.
Mix in the green peas and let the mixture cook for an additional 2 minutes. Adjust seasoning as desired.
Transfer the turkey and vegetable mix into a small ovenproof dish, spreading it out evenly.
Top the mixture with a layer of riced cauliflower, gently pressing it down to cover the filling completely.
Place the dish in the preheated oven and bake for 15-20 minutes until the cauliflower topping is slightly golden and the filling is bubbling.
Remove from the oven, let it cool for a few minutes, then serve warm.
