Preheat your oven to 400°F (200°C) and line a baking sheet with parchment paper.
Dice the russet potato into small 1/2-inch cubes to ensure even roasting.
In a bowl, toss the potato cubes with olive oil, 0.5 tsp of the smoked paprika, sea salt, and black pepper.
Spread the potatoes on the prepared baking sheet and roast for 15 minutes.
While the potatoes roast, place the ground beef in a large skillet over medium heat along with the diced onion and bell pepper.
Cook until the beef is browned and the vegetables are softened, breaking the meat apart with a spatula.
Stir the garlic powder, onion powder, and the remaining 0.5 tsp of smoked paprika into the beef mixture.
Transfer the beef and vegetable mixture into a small baking dish and stir in the par-roasted potatoes.
Bake for an additional 10 minutes until the potatoes are crispy and the beef is fully cooked.
Garnish with chopped fresh parsley and serve immediately.
