Preheat your oven to 300°F (150°C).
In a small bowl, whisk together the smoked paprika, garlic powder, onion powder, chili powder, sea salt, and black pepper to create the dry rub.
Rub the beef brisket with olive oil and then coat all sides thoroughly with the spice blend.
Place the brisket in a small roasting pan or Dutch oven, add a splash of water and the apple cider vinegar to the bottom, and cover tightly with a lid or foil.
Roast in the oven for 3 to 4 hours, or until the meat is tender and pulls apart easily with a fork.
During the last 15 minutes of cooking, place the green beans on a parchment-lined baking sheet, mist with a tiny bit of oil, and roast until tender.
Allow the brisket to rest for 10 minutes before slicing against the grain and serving with the roasted green beans.
