Preheat oven to 300°F (150°C).
Pat the ribs dry and remove the silver skin from the back.
Rub the ribs with half of the olive oil, garlic powder, onion powder, smoked paprika, sea salt, and black pepper.
Wrap the ribs tightly in parchment paper then foil, and bake for 2 hours until tender.
In a small bowl, whisk together the tomato paste, apple cider vinegar, and honey to create the glaze.
Toss the broccoli florets with the remaining olive oil on a baking sheet.
Remove the ribs from the oven, increase heat to a broil, and brush the glaze generously over the meat.
Broil the ribs and roast the broccoli for 5 minutes until the sauce is bubbly and the broccoli is charred.
