Preheat oven to 400°F (200°C) and line a baking sheet with parchment paper.
In a medium bowl, combine ground chicken, egg, parmesan, garlic powder, oregano, salt, and pepper until well mixed.
Place the chicken mixture onto the parchment paper and press into a thin, even circle about 1/4 inch thick.
Bake the crust for 15-18 minutes until the edges are golden and the meat is fully cooked through.
Remove from the oven and carefully blot any excess moisture from the top of the crust with a paper towel.
Spread the tomato sauce over the crust, then sprinkle with mozzarella and bell peppers.
Return to the oven for 5-7 minutes until the cheese is bubbly and slightly browned.
Garnish with fresh basil before slicing and serving.
