Preheat your oven to 400°F (200°C) and line a large rimmed baking sheet with parchment paper.
Peel the carrots and slice them into 1/2-inch thick rounds or diagonal sticks.
In a small bowl, whisk together half of the olive oil and all of the honey.
Place the carrots on the baking sheet, drizzle with the honey-oil mixture and a pinch of salt and pepper, then toss to coat evenly.
Roast the carrots in the oven for 10 minutes.
While carrots roast, pat the red snapper fillet dry with paper towels and season both sides with the remaining olive oil, garlic powder, salt, and pepper.
Move the carrots to one side of the baking sheet and place the snapper fillet on the other side.
Return the pan to the oven and roast for an additional 10 to 12 minutes, or until the carrots are tender and the fish is opaque and flakes easily with a fork.
Garnish the dish with freshly chopped parsley and serve immediately.
