Season the chicken breast with garlic powder and the remaining sea salt and black pepper, then pan-sear in a skillet over medium heat for 6 minutes per side.
In a small bowl, whisk together the remaining 1 tsp olive oil, lemon juice, lemon zest, parsley, and basil.
Combine the cooked orzo, roasted vegetables, and lemon-herb dressing in a large bowl and toss well.
Slice the chicken into strips and serve it over the warm, fragrant orzo salad.
