Preheat your oven to 400°F (200°C) and line a large sheet pan with parchment paper.
Chop the red bell pepper into bite-sized pieces and ensure the broccoli florets are uniform in size.
In a large bowl, toss the broccoli, bell pepper, and chickpeas with half of the olive oil, half of the garlic powder, and a pinch of sea salt and black pepper.
Spread the vegetable and chickpea mixture onto the prepared sheet pan in a single layer and roast for 10 minutes.
While the vegetables roast, pat the cod fillets dry with a paper towel and season both sides with the remaining olive oil, lemon juice, dried oregano, garlic powder, sea salt, and black pepper.
Remove the sheet pan from the oven, push the vegetables to the edges, and place the cod fillets in the center.
Return the pan to the oven and bake for an additional 10-12 minutes, or until the cod is opaque and flakes easily with a fork.
Serve the cod immediately with the roasted vegetable medley and a squeeze of fresh lemon if desired.
