While vegetables roast, cook the whole wheat penne in boiling water according to package directions until al dente, then drain.
Season the chicken breast with half of the sea salt and black pepper.
Heat the olive oil in a large skillet over medium heat and sear the chicken until golden and cooked through, about 5-6 minutes per side.
Remove the chicken from the skillet, let it rest for 3 minutes, then slice into thin strips.
In the same skillet, add the minced garlic and dried oregano, sautéing for 1 minute until highly fragrant.
Add the cooked pasta, roasted vegetables, and sliced chicken back into the skillet.
Toss everything together with the remaining salt, pepper, lemon juice, and fresh parsley before serving warm.
