Preheat your oven to 400°F (200°C).
Rub the chicken breast with half of the olive oil, sea salt, and black pepper, then place on a parchment-lined baking sheet.
Roast the chicken for 20-25 minutes or until the internal temperature reaches 165°F.
While the chicken roasts, heat the remaining olive oil in a small saucepan over medium heat.
Sauté the finely diced onion and minced garlic for 3 minutes until translucent and aromatic.
Add the dry basmati rice to the pan and toast for 1 minute, stirring constantly.
Pour in the chicken broth, bring to a boil, then reduce heat to low, cover, and simmer for 15 minutes.
During the last 2 minutes of rice cooking, stir in the frozen peas to steam through.
Remove rice from heat and stir in the lemon juice, lemon zest, chopped parsley, and chopped dill.
Slice the roasted chicken and serve it immediately over the fluffy herb-flecked rice pilaf.
