Cut the whole wheat tortilla into three long strips and fold each strip into a cone shape.
Fill each tortilla cone with the spiced turkey and potato mixture, sealing the edges with a small amount of water.
Place the samosas on the prepared baking sheet and bake for 12 to 15 minutes until the exterior is golden and crispy.
While baking, blend the cilantro, mint, lemon juice, ginger, and green chili in a food processor until smooth to create the chutney.
