Preheat your oven to 400 degrees Fahrenheit and line a small baking sheet with parchment paper.
Place the broccoli florets and diced red bell pepper on the sheet, drizzle with half of the avocado oil, and roast for 12 to 15 minutes until the edges are slightly charred.
While the vegetables roast, heat the remaining avocado oil in a non-stick skillet over medium heat and add the ground turkey.
Break the turkey apart with a spatula and cook until browned and cooked through, seasoning with a pinch of the salt and pepper.
In a medium bowl, whisk together the whole eggs, egg whites, garlic powder, and the remaining salt and pepper until the mixture is well combined and slightly frothy.
Lower the skillet heat to medium-low, add the roasted vegetables to the pan with the turkey, and pour the egg mixture over the top.
Gently fold the eggs with a silicone spatula, moving from the edges toward the center, until the eggs are just set and still look moist.
Remove from heat immediately and garnish with the freshly chopped chives before serving.
