PREPARATION
In a small bowl, whisk together the lime juice, minced garlic, cumin, chili powder, salt, pepper, and half of the olive oil.
Place the flank steak in a shallow dish, coat thoroughly with the marinade, and refrigerate for at least 30 minutes.
Slice the bell pepper and red onion into thick strips and toss them with the remaining olive oil in a medium bowl.
Preheat a grill or cast-iron skillet over medium-high heat until it is very hot.
Grill the steak for 4 to 5 minutes per side for medium-rare, then transfer to a cutting board to rest for 5 minutes.
While the steak rests, grill the peppers and onions for 5 to 7 minutes until they are tender and slightly charred.
