Spread the potatoes on the baking sheet and roast for 20-25 minutes until they are golden brown and crispy.
While the potatoes roast, place a large skillet over medium-high heat and add the ground beef, breaking it up with a spatula.
Cook the beef until browned and no longer pink, then drain any excess fat if necessary.
Add the diced red bell pepper, green bell pepper, and red onion to the skillet with the beef.
Sauté the mixture for 5-7 minutes until the vegetables are tender but still retain a bit of crunch.
Stir in the garlic powder, onion powder, smoked paprika, and the remaining salt and pepper.
Once the potatoes are finished roasting, fold them into the beef and vegetable skillet to combine.
Garnish with freshly chopped parsley and serve immediately.
