Rinse the quinoa under cold water and place in a small saucepan with 0.5 cup of water.
Bring the quinoa to a boil, then reduce heat to low, cover, and simmer for 12-15 minutes until the water is absorbed and the grain is fluffy.
Season the chicken breast evenly on both sides with sea salt, black pepper, and dried oregano.
Heat the extra virgin olive oil in a large skillet over medium-high heat.
Add the chicken to the skillet and sear for 5-7 minutes per side, or until the internal temperature reaches 165 degrees Fahrenheit.
During the last 3 minutes of cooking, add the minced garlic and broccoli florets to the skillet with a tablespoon of water, covering briefly to steam the broccoli until crisp-tender.
Remove the skillet from heat and stir in the fresh lemon juice and lemon zest to coat the chicken and vegetables.
Serve the lemon-herb chicken and steamed broccoli over the bed of cooked quinoa.
