Bring a large pot of water to a boil and prepare an ice bath. Blanch the cabbage leaves for 2 minutes until pliable, then immediately submerge in ice water and pat dry.
In a medium mixing bowl, combine the ground turkey, grated carrots, green onions, half of the minced ginger, half of the minced garlic, 1 tablespoon of coconut aminos, sesame oil, sea salt, and black pepper.
Lay a cabbage leaf flat on a cutting board and trim the thickest part of the central rib. Place a scoop of the turkey mixture at the stem end, fold in the sides, and roll tightly.
Arrange the rolls seam-side down in a steamer basket over simmering water. Cover and steam for 15 to 18 minutes until the turkey is firm and cooked through.
In a small saucepan over low heat, whisk together the remaining coconut aminos, ginger, garlic, rice vinegar, and sriracha. Simmer for 3 minutes until the glaze is slightly thickened.
Remove the cabbage rolls from the steamer and place them on a serving plate. Drizzle the warm ginger-soy glaze over the top and serve immediately.
