Pat chicken wings dry with paper towels and place in a large bowl.
Sprinkle baking powder, salt, and pepper over the wings. Toss to coat evenly.
Arrange wings on a baking rack placed on top of a foil-lined baking sheet.
Let wings rest uncovered in the refrigerator for 1-2 hours (if time allows) to help them dry out for extra crispiness.
Preheat oven to 400°F (200°C).
Bake wings for 45-50 minutes, flipping halfway through, until skin is crispy and golden brown.
While wings are baking, prepare the sauce by combining minced garlic, honey, and soy sauce in a small saucepan.
Simmer sauce over medium heat for 3-4 minutes until slightly thickened.
When wings are done, transfer them to a large bowl and pour the warm honey garlic sauce over them.
Toss wings until they're evenly coated with the sauce.
Return wings to the baking sheet and broil for 1-2 minutes until caramelized, watching carefully to prevent burning.
Serve hot, garnished with chopped green onions if desired.
